To protect communities and mitigate the effects of drought conditions extending to a third year, on April 21, 2021, Governor Gavin Newsom proclaimed a Regional State of Emergency for Russian River Watershed in Sonoma and Mendocino counties, where reservoirs are at record lows. On May 10, 2021, he expanded that proclamation adding 39 other counties, representing 30-percent of the State’s population. Contra Costa County was included in the expansion and is in Category D3 – Extreme Drought status. The City of Antioch is working on its 2021 Drought Management Program to heighten awareness of the importance of water conservation and encourage all customers to voluntarily reduce the amount of water used.
Contra Costa Water District (CCWD) offers a variety of incentives and rebates to Antioch residents to help in the effort to conserve water for what may be a prolonged period of drought. For more details, visit https://www.ccwater.com/157/Rebates

- Lawn to Garden: $1.00 per square foot of lawn replaced with water-efficient landscaping (maximum rebate for a single-family is $1,000, and pre-approval is required before you start).

- Up to $50 back on a qualifying pool cover
- Car Wash coupons
- Coupons for mulch for use in landscaping

Municipal Code
The City continues to follow its Municipal Code passed in 2015: § 6-10.04 NONESSENTIAL USE OF WATER PROHIBITED.
a. Permitting water to flow onto a sidewalk, driveway or street, or escape down a gutter, ditch or other service drain
b. Outside watering that results in excessive flooding or runoff into a gutter, drain, walkway or street
c. Using city-furnished water for non-recirculating decorative fountains or filling of decorative lakes or ponds
d. Washing of paved or other hard surface areas, including sidewalks, walkways, driveways, patios and parking areas with city-furnished water
e. Failing to repair a controllable leak of water
f. Using a hose without an automatic shutoff nozzle
